@eitsupi this bumps our MSRV to 1.82. Did we have an official MSRV? Maybe we need to discuss. (Not that I think 1.82 is too new, just that I don't recall if we have a policy & test it.)

I remember that there was no clear request for MSRV until now.
There was only requests for multiple arrow version support like #2524 or #2739 (by @felipecrv).

IIUC, libloading also no longer supports current MSRV in the new version 0.9.0, so it hasn't been updated yet.

I think the current MSRV is naturally determined by the MSRV of the supported arrow versions, so I don't think there's any problem with raising to 1.82.

It may also be worth deciding on the range of arrow versions to support.
Incidentally, the latest arrow now issues deprecation warnings unless new functions are used (#3894), so eventually we'll need to upgrade to a newer version range.
