This PR introduces a new
workers.celery.argscommand and deprecates the oldworkers.argscommand (as it was only applicable to Celery workers).I deleted one test case in
test_should_add_commandtest intest_workers.pyas it was a duplicate of one above.^ Add meaningful description above
