This adds a visual effect for when hovering resize handle, as it seems there is some bug on Tauri that doesn't allow cursor changes on Mac.
I tried to fix but didn't have much luck... also, even if we fix it, this visual is still looks good.
This also fix the hover area on sidebar (background is just to debug)
