Are you aware why this happens?
It's a really funny detail of the parser.

Therefore you can also do

setlocal ENABLEDELAYEDEXPANSION & (echo.!A^:/^=\!) & endlocal

Or

setlocal ENABLEDELAYEDEXPANSION
echo.four^^^^ carets and again ^^^^ four carets!

As expected you see:

four^^ carets and again ^ four carets

It is related to the . after the echo. It tries to parse as a command line because of the dot.

The echo.four^^^^ parses differently than standalone ^^^^. Try to add a space after echo.four.
