axi_jesd204: add missing ASYNC_REG

PR Description

This patch resolves an "Asynchronous reset synchronized with missing ASYNC_REG property" CDC warning.

All the other reset synchronization chains in axi_jesd204_[rx|tx] have ASYNC_REG set. Just looks like device_reset_vector_reg was forgotten.

I've only tested axi_jesd204_tx. I tried building one of the projects that use both jesd204_rx and jesd204_tx, but they all seem to require Vivado licenses I don't have.
