FogBugz #173677: TSE v2 Code Drop from GlobalLogic

This commit pushes a code drop received directly from Global Logic.
The Altera TSE driver received and pushed is highly experimental and
still in development. This driver has undergone code review, but
not all issues have been addressed, and has not been tested.
