Description

The functionality to scaffold a theme from create-wordpress-theme in the configure.php file is currently commented out, because there have not been any releases of create-wordpress-theme. We need to create a release and then make sure that scaffolding a theme works correctly.

Use Case

Users should be able to scaffold a theme as part of the configure process.
