formal config publish fail on beta page when beta config content is not equal with formal content #12410

Describe the bug
formal config publish fail on beta page when beta config content is not equal with formal content.

1.edit beta config content different with formal content and refresh page
2. click publish formal on beta page , request failed

Expected behavior
when invoking formal publish on beta page, the casMd5 should be formal content md5.

Actually behavior
when invoking formal publish on beta page, the casMd5 should be beta content md5.
