Low power mode / sleep mode

For the on-board inductive charger to work optimally, current draw should be minimized during charging. Thus, the FMS needs to be able to put the FCB in to sleep/standby mode to reduce current. It also needs to be able to wake it up again afterwards.

Provide dedicated CLI command(s) for this and implement a low power strategy.
