[ENH] `plot_pairwise_scatter` select estimator position

Describe the feature or idea you want to propose

Currently I believe the more accurate estimator is put on the top of plot_pairwise_scatter, while the other is put on the bottom. This should be a parameter.

Describe your proposed solution

Add a parameter to determine which estimator is at the top or bottom of the plot. This should probably default to current functionality.
