May we create an issue/task in order to guarantee we won't forget to remove this after OpenSSL is merged into AT next?

The fix for issue #1969 was to remove debuginfod use from binutils for RHEL8. This special handling for debuginfod on RHEL8 can likely be removed when OpenSSL version 3 is incorporated into AT.

I believe this won't be needed anymore.
I've just opened PR #3019 in order to integrate OpenSSL 3 into AT 16.0.
Coincidentally, this is the first AT version supporting RHEL 9.
