AIX builds fail to fork clang process

  AIX
• If you look at the historic logs, does the problem appear to be specific to one machine?:
  There are three AIX machines that can run JDK11 builds:
  • build-osuosl-aix72-ppc64-1 - sees this issue.
  • test-osuosl-aix72-ppc64-1 - fails in configuration step due to lack of freetype.
  • test-osuosl-aix72-ppc64-2 - Fails due to "current object file mode" as mentioned here

So while it's possible the issue is limited to only one AIX machine, we cannot say this for certain until the build starts passing somewhere else.
