Investigate adding container-structure-tests to external set

We should investigate and potentially add some basic container-structure-tests to verify the containers (docker images) produced at the project.

These could potentially be added as another subdir in openjdk-tests/external or added to openjdk-docker repo as a smoke test when containers are produced.

Closing this as not an issue that needs to be handled in aqa-tests.
