Expected behavior

In the SWC storybook Menu / Submenu / Submenu story the 3rd level deep submenu does not consistently open on Safari.

Click on the menu icon.
Hover over Brooklyn
Hover over Ft. Greene
Another second descendent should open

Actual behavior

It does not open consistently

How can we reproduce this issue?

  1. Go to https://opensource.adobe.com/spectrum-web-components/storybook/iframe.html?args=&id=menu-submenu--submenu&viewMode=story
  2. Click on the menu icon
  3. Hover over Brooklyn
  4. Hover over Ft. Greene
  5. Notice flyout menu doesn't open

Hi @nickschaap I went through this bug today and did few testing on multiple versions of Safari. Versions tested
Safari 16.5.1 , Safari 17.3 and above , Safari 18(latest) and I see this is working as expected as per the below video. However it doesn't work on Safari 17.1 surprisingly. I have wrote a note to the webkit team on this and awaiting some feedback from them.

I would also request you to do the testing on the above Safari versions to cross verify this issue and let me know how it goes.
