Attempt to recover when unknown database failure occurs

when the sdk fails to delete the top record from the database hit queue, it should delete and re-create the database so processing can continue.

It would be interesting to see what is the root cause and how did the database end up in a bad state right after install. If we know the reason, maybe we can remediate that first so we have minimum data loss.
