Link Out Suggestion not working as expected

I'm having a problem with Link Out Suggestions with my Action

I can get the link out suggestions to work on my developer account. However when deploying to production the users can't seem to get the link when presented to them

If this is due to the brand verification issue then my question would be how to approach it if I wanted to send a YouTube video. There would be no way for me to claim ownership of that link.
