[issue tracker] reporter dropdown values populated with assignee dropdown values

Describe the bug
In the issue tracker module, the reporter dropdown is populated with the assignee users instead of the reporter users.
It happens on both 24.1 and main.

To Reproduce
Steps to reproduce the behaviour (attach screenshots if applicable):

1. Go to the menu > tools > issue tracker.
2. See the values in the reporter dropdown field (assignee should have one more named Unassigned for unassigned issues, all others should be the same).

What did you expect to happen?
The reporter values should populate the reporter dropdown.

• OS: Manjaro Linux x86_64 (6.1.11-1-MANJARO)
• Browser [e.g. chrome, firefox] (note that only these two browsers are supported) : Firefox
• Version [e.g. 22]: 110.0 (64-bit)

Note: We only support the most recent release of LORIS.
