VS Code devcontainer for site development

Now that a Docker file has been added to the repository, we should also look into getting a Visual Studio Code Container running as well. Since the devcontainers are based upon Docker, this may just be a matter of updating the repository structure and testing to ensure the devcontainer works correctly.
