This is a batch of new and improved licenses and license detection rules

Tasks

  • Reviewed contribution guidelines
  • PR is descriptively titled 📑 and links the original issue above 🔗
  • Tests pass -- look for a green checkbox ✔️ a few minutes after opening your PR
    Run tests locally to check for errors.
  • Commits are in uniquely-named feature branch and has no merge conflicts 📁

Language codes for Chinese are zh_Hans (Simplified) and zh_Hant (Traditional).
Added support for browsers that still send the deprecated language codes.

Fixed #21237 -- Added Australian English (en_AU) to locale conf

Adds Australian English (en_AU) to locale conf, which differs from
American English in date formatting and spelling, and continues
to diverge from British English in spelling (and first-day-of-week
according to the current en_GB locale format.py).

The transifex language project to match this patch has been requested.

Exclude non-english license rules from validation

As they are not included in the standard indexing, they cannot be
detected unless we reindex.

Exclude empties from License.to_dict()

* Exclude from License.to_dict() fields that are strings made only of
  spaces.
* Also simplify language handling and format code.
