Could be a conflict of numbering systems...

How should we map this in the controls, the inspec scale of 0.0 - 1.0 for impact does not seem to align with this. I think this attribute in the XCCDF is communicating something else. Perhaps we should just make it a tag - 'disa_weight' or 'weight'
