Why always NPC said "I'm SORRY,I CANNOT FULFILL THAT REQUEST.",how can I solve it?

I change version of GPT from gpt-3.5-turbo-1106 to gpt-3.5-turbo-16k,then the bug is finish.
The reason that I find is the gpt-3.5-1106 is not stable
