Stumbled upon Using the uiAccess attribute of requestedExecutionLevel to Improve Applications Providing Remote Control of the Desktop whilst looking at #3943.

However, once set up, it’s really powerful. You’ll be able to remote every possible kind of window – any integrity level at all. No more blank, unresponsive screens.
Which is exactly the problem I was seeing when trying to shadow the login / task manager! (#3628)
This may solve #2756.

we won’t allow you to set it without digitally signing your application so we're going to have to sign the installer - and #1499 probably is not enough, hopefully #3923 is.
