wrong constants were in 'wiring.c' (now fixed)

in an attempt to fix the 'magic numbers' problem, some wrong values were put into wiring.c in the clock setup.  These have been fixed, and are consistent with the bootloader now [the bootloader was updated to NOT use magic numbers].
