Problem

Blocked by #4150, #4151, #4152, #4153

Once the ingestion server is no longer being used by any dags, we can remove all ingestion-server code from the monorepo. The infrastructure resources are removed separately in https://github.com/WordPress/openverse-infrastructure/issues/850

Additional context
