Problem

The DAG to remind contributors to review PRs in a timely fashion currently only sends notifications by adding comments to GitHub issues.

Description

We should add additional pings via Slack DM, to break out of GitHub notifications and talk to contributors via a different channel.

This will depend on the repo secret GH_SLACK_USERNAME_MAP which will be synced to this repo by the infra repository. Edit: We will need some method of syncing this information with Airflow, rather than the repo itself.
