What problem does this address?

As part of the nineteenth call for testing for the FSE Outreach Program, the following feedback was shared:

Why is “clear customizations” for a template in a different place (in the title area) and named differently from “reset defaults” for styles?

What is your proposed solution?

Consider using consistent language across each chance to reset something. From a quick audit, I see a few places:

  • Template list uses "clear customizations"
  • Template part list uses "clear customizations"
  • Top toolbar uses "clear customizations"
  • Design tools uses "RESET" and "Reset All"
  • Styles uses "Reset to defaults"

cc @WordPress/gutenberg-design for consideration as it's not clear to me if there's an advantage to having these each be different.
