Site Editor: Ensure consistency between "resetting" mechanism

What problem does this address?

As part of the nineteenth call for testing for the FSE Outreach Program, the following feedback was shared:

Why is “clear customizations” for a template in a different place (in the title area) and named differently from “reset defaults” for styles?

What is your proposed solution?

Consider using consistent language across each chance to reset something. From a quick audit, I see a few places:

• Template list uses "clear customizations"
• Template part list uses "clear customizations"
• Top toolbar uses "clear customizations"
• Design tools uses "RESET" and "Reset All"
• Styles uses "Reset to defaults"

cc @WordPress/gutenberg-design for consideration as it's not clear to me if there's an advantage to having these each be different.

Might be a little early for editorial to weigh in, but I'd opt for consistent phrasing that's universally understood — in these cases, "reset to defaults" (or "reset to default") applies across the board.

Reasoning:
• "Clear" being both a verb and an adjective might introduce some ambiguity for non-native English speakers
• Simply using "reset" is a little ominous, while "reset to defaults" communicates more clearly what the starting point would be

Good ticket, I agree it would be beneficial to unify the language used in these similar actions.

For me a simple "Reset" would probably work in most cases... I feel "to defaults" is pretty much implied. For situations where it might feel ominous (it'd be good to unpack that), perhaps we can add descriptions?

Just my 2 cents.

A common language, shared in the whole UI, is a great goal, but requires an olistich revisiting of various part of the interface, and requires time.

I think that the high priority for now is to ensure that the User doesn't have fear of pressing a button.
User need to know what will happen, so a description is required IMO.

We can avoid cluttering the UI with a tooltip on hover, instead of adding a long text in the UI.

Comparing:
"reset" = to me is not totally clear to what it resets to.
The "reset to default" = to me says I can now reset back to before I made any adjustments (default).

I took a screenshot of this screen from @tresorama Jacopo's Figma files. Which I feels works well.
