Simplify the web-redirect-cli by using the Cloudflare worker script (and worker KV) for all redirects. (Thus avoiding the cross-over between 'Page Rules' and the worker script.)

@BigBlueHat Is this something we are ready to implement? Would we remove any existing 'Page Rule' implementation for simplicity?
