Add ability for Health Recorder to store arbitrary key/value pairs of data

Currently the health recorder sends a set, small list of data. We should update the service to allow the application to define arbitrary key/value pairs to ship during a health report, and update the Cloud UI to allow displaying those arbitrary values in graph (if numeric) form
