Support actions with complex arguments in rules #996

Allow the user to specify parameters of the action the rule creates, i.e. a message for a "sendText" action. Ideally will hook into the same action form UI as the Thing splat view.

@hobinjk Do we actually have a UI for using a basic action as an output? (Or an event as an input?). I can't seem to get it to work with the Virtual Actions & Events Thing.

Oh, interesting! Looks like it recently regressed. #1001 should fix this. After that it will attempt to create the action without specifying parameters.

Just wanted to chime in to propose a corner case for consideration. An hypothetical future virtual adapter that emits color that depends on the hour of the day that can be connected to the color of a light bulb (just like the integration f.lux has philips hue).

This sure would be nice to have. I've created my own Thing to control some RGB lights and was hoping to be able to "fade" them on over a period of time based off other events. I was kind of surprised when my Action for this didn't show up when place on the right side of a rule. Is this on the radar to implement?
