Provide debug features or mode for rules page

Hello,

As briefly discussed on #iot, the rules engine does not currently provide anyway to see which rules are currently resolving as true (or false). This makes debugging quite difficult, especially with the other limitations of the rules page (no reordering or grouping, only very simple logic permitted).

I'd like to be able to see which rules are currently resolving as true, e.g. by highlighting them, or adding an icon, or something.
