[BUG] | Increasing Centralization Doesn't Increase Demesne Size

Please explain your issue in as much detail as possible:
Increasing the "Centralization" law doesn't increase demesne values. The law passes, but the "Laws" increase to demesne does not appear when you hover over the demesne display on the top of the screen, as seen in screenshot. Specifically, this issue does NOT affect tribal monarchies who already have high centralization at the start of the game, rather ones that start at zero and increase it over time.
Steps to reproduce the issue:
Create any tribal monarchy and increase centralization. Half the time it'll increase laws, half the time it won't, and I can't tell why. In three games (A northern Taunka, a Hakkari troll, and an Ogre) it didn't work, in a Kalimdor Tauren game it did.
