I think some pre-established rivalries and friendships would be a good idea for diplomacy and narrative.
Using Arthas as an example it was said he was disliked by many of the Silver Hand members due to being a spoiled prince. Meanwhile he had close friendships with Uther and Muradin who were described as his mentors. He was even childhood friends with Varian.
After he fell, Arthas would go onto call Ke'thuzad a friend so adding these changing relationships to the Lich King storyline would enhance the narrative and gameplay.
Same could be for several other characters. Vol'jin, Thrall, and Cairne considered each other brothers so allowing them to be friends would aid in Horde cohesion.
Edit: I thought I'd offer more relationship suggestions
Chen, Rexxar, and Rokhan could be friends.
Jaina and Thrall friendship through a possible event.
Garrosh having a rivalry with half of the other Horde leaders if the mod ever gets a book mark that far into the story.
The Greymane family are very close so everyone being friends would make sense.
Moira Bronzebeard/Thaurissan never liked her dad so a rivalry would fit well I'd think.
