The Demon Soul would be an artifact that allows you to enslave dragonflights - whether it's through vassalization, or annexing their lands and imprisoning the dragons, the dev team knows best. While you have dragons enslaved in such a way, you should have access to their cultural men-at-arms. You should also be able to generate strong hooks on dragons.
