Add functionality to update/delete "Device" and "Application" objects in TLS Protect Datacenter

BUSINESS PROBLEM
As a developer using VCert to integrate my application with Venafi, I'm able to create a Device & App object (node:workload) in TLS Protect Datacenter during a certificate request. If my application becomes aware that the Device has been decommissioned, I'd like to update Venafi's inventory by deleting the Device & Application objects.

Similarly, if my application is capable of changing the IP/Hostname of the target device using the certificate, I'd like to update Venafi's inventory with those changes.

PROPOSED SOLUTION
Add the ability to update and delete Device and Application objects using VCert.

CURRENT ALTERNATIVES
Currently this functionality must be accomplished using REST APIs.
