Add token scope(s) required in function help

Summary of the new feature/enhancement

Referencing the Venafi docs for the appropriate token scope for each function is cumbersome. It is also difficult since it's not necessarily known which api is called. One could use -verbose to get the api and then look it up, but not ideal. Also, many functions make multiple api calls so each one would need to be looked up. This function help enhancement is to add the token scope(s) required to execute each function. The info is most likely best in the description.
