Please describe your issue in as much detail as possible:

When trying to drag the scrollbar, while the window is maximized and the cursor is at the edge of the screen, the scrollbar is highlighted, but click and dragging will not grab the scrollbar to scroll. Instead the window will be moved.

Steps for reproducing this issue:

  1. Maximize steam window
  2. Go to the shop page
  3. Move the cursor to the scrollbar, but all the way to the edge of the screen (scrollbar will be highlighted)
  4. Try dragging

Instead of picking the scrollbar, the whole window will be moved.

Seeing this also on Linux Mint 20.3 with current Steam and updated system. Makes it quite hard to use the scrollbar without careful attention since it's become fashionable to make them so skinny these past few years.
