No, Linux, Ubuntu 19.04.

I think this should be given a "Linux" label @kisak-valve , because it doesn't seem Windows users have this issue.

This is an issue with cl_hud_minmode 1 with the stock hud. This also isn't limited to Linux, happens on Windows too.

This can indeed be seen on any operating system, with minmode enabled. However, lowering the panel does not reveal enough space for where the wave label would be - so I'd say this was done intentionally.

The label can be restored by removing and modifying some minmode attributes in resource/ui/hudmannvsmachinestatus.res and resource/ui/wavestatuspanel.res. The result will look like this:
