I suggest that a click on the buttons "c","e","f" do simply add a generic complex, simple, free action.
It still would be possible to specify subtypes which require additonal user interactions but the current model does miss most of the available actions in shadowrun anyway.
Also the whole wizards to set actions should popup when the action is selected not when the tasks are executed. This allows the user to get feedback if he selected the correct things.
The action phase of the active character in a combat round is displayed as Tree which is a direct representation of the underlying model.
