feature request: spawn temporary blank user accounts

For testing and troubleshooting, It would be useful to start a shell in a default "new user" enviroment. While we could create just one test user, this would drift away from the "new user" state over time. It would be better to create a temporary new user on demand. The web portal could have a button to create a new temp user, perhaps with configurable expiration date.

this may be possible already since if you viewUser to a nonexistent UID, header.php will redirect to new_account.php

in which case the only thing that would need to be done is letting admin set a custom viewUser in the user mgmt page without having to manually craft an HTTP POST using dev tools
