We should translate the documentation to English to ease collaboration and make the project easier to setup for non-german users.

At the same time we could move to a proper HTML API documentation and fix some formatting issues.

user guide for honeygrove is now translated and updated, user guides for incidentmonitoring and management-console will follow.
User guides and documentation of the architecture and api should be written seperately.
