[BUG] Cassiterite Dust Smelting Only Produces 1 Ingot

Expected Behavior

Cassiterite dust processes down to 288mb.

Most likely 2 ingots should be produced when smelting. This is what "heating" recipies already do.

Actual Behavior

Only 1 ingot is produced.

Steps to Reproduce

Additional Information

This breaks some balance and consistency, by providing a more/less efficient manner of processing cassiterite. This also seems to be the only mineral that has this issue.
