[背景] 兼容绑定企业微信或微信公众号的 wx_userid 用于消息通知的功能https://bk.tencent.com/docs/markdown/ZH/APIGateway/DevelopTools/WeChat.md

2.x 版本记录了用于企业微信或微信公众号通知的 wx_userid
通过在蓝鲸桌面个人中心扫描绑定，在迁移个人中心时需要保持原有功能不变
同时支持解绑
