Feature description

Separate notifications channels for Active and Completed Downloads.

Why do you want this feature?

That way the user can choose different settings under Android's notifications settings. For example, making one alerting and shown on the lock screen and the other silent or having a notification dot shown on the launcher for one but not the other.
