List of downloads refresh after turning on settings to "interrupt on metered networks"

Steps to reproduce the bug

1. download a file
2. pause it
3. while downloading, go to Settings → Download and turn on "interrupt on metered networks"
4. go to list of “Downloads”

(it may occure also while downloading isn't paused)

Expected behavior

unfinished download shows up in download list or download will continue

Actual behavior

1. List of downloads is empty
2. it'll refresh after a while
3. paused downloads doesn't show up

This also leads to that unfinished downloads are not shown up, like posted posted by @maninthemiddle01 in #7059 (comment)
