Main tabs at bottom should stay below miniplayer

1. Turn on main tab at bottom
2. Come to front page
3. Play a video
4. Minimize it

Expected behavior

Miniplayer should stay above the bottom tabs

Actual behavior

Miniplayer gets under main tab

This isn't a bug. This is how it was designed. There was an attempt to have the tabs below the mini player, but it was proving difficult. #9719 (comment)
