Make vinxi a devDependency

From what I understand vinxi is only used for development and building and no runtime dependency. So I think it should be moved to devDependencies so it won’t be installed unnecessarily when consuming this library.

I think I got confused because running npm ls vinxi in my project shows me

│ └── vinxi@0.5.1

Is there a reason for vinxi being part of the peerDependencies?

I don't know the answer but anyway since start has removed it we can do the same (#1584)
