Including normalized setpoint smoothing, peak shaving, Cp/Ct/Cq table - lookup capabilities, PI torque control, and an EKF based wind speed estimator.
We now need to have a Cp_Ct_Cq.txt file for the EKF - there is in input in DISCON.IN that points to it. I have included it for the NREL 5MW turbine in the Parameter_Files folder. Will be updating the tools that write this soon.
Might need a little bit more commenting/cleanup, but I think it is ready to merge with the WTC_toolbox as is.
