It's not clear what version the readme applies to #134

Recently, someone tried to setup the latest release of TaxJar using the readme on master #131.

It wasn't clear that the readme applied to master, and not the latest release. In fact, the readme on master had removed steps that were required in the latest release.

The Readme should clearly state which version it applies to, and link to the applicable version for each release that included significant readme changes.

We don't really have a clear direction on where to go with this one. Needs more discussion/we should see what some other repos do.
