Perl 5.38.2.1 64-bit pre-release

I've just built and uploaded MSI and zip files for Strawberry Perl 5.38.2.1, 64-bit.

Can people please test them?

The release is currently flagged as "pre-release". If they all work as expected then I'll change the release status to "latest".

The two releases have collectively had about 200 downloads with no issues yet reported. Unless there are issues raised in the next 24 hours or so then I will flag them as stable and set 5.38.2.1 as latest.
