The README is both too long and too short. Mostly this is because the site didn't exist at the time it was blathered.

A better readme would be terser, but also prolific with links to where to find things.

Since the README is ostensibly the base of the site, this'll also be cross-relevant.

In essence, this is related to site cleanup #222 .
